Why mortgage leads do not answer, and what is broken
Before you decide a batch of leads is dead, rule out the two failures that look exactly like a dead lead: a text the carrier filtered without telling you, and a calling number that was flagged.
Two of the most common reasons a mortgage lead does not answer have nothing to do with the lead. A text can be filtered by the carrier before it arrives, with no bounce and no warning. A calling number can be labelled by a carrier analytics engine, after which the call goes to voicemail without ringing. Both are invisible from your desk. Both are fixable in a week.
This matters because the two failures produce exactly the same evidence as a bad batch: nobody picks up, nobody replies, and the obvious conclusion is that the leads were worthless. That conclusion is sometimes right. It is worth knowing which one you are looking at before you draw it, because only one of the two is something you can do anything about today.
Why a mortgage lead does not answer the phone
Start with what is true of the person rather than the plumbing. Somebody who filled in a form about a refinance is a real person with a phone that rings all day, and an unknown number arriving out of context is the least interesting thing to happen to them that hour. They may be at work. They may have been called five times this week about something else. They may have filled in the form on a bad Tuesday and thought better of it.
None of that is remarkable and none of it is fixable. What is fixable is everything that decides whether your name is attached to the number when it rings, and whether the call arrives at all.
What is A2P 10DLC, and why an unregistered text may never arrive
A2P 10DLC is the registration route for business texts sent from an ordinary ten digit number, which is what a CRM or a dialer sends from. Application to person, ten digit long code. Registering tells the carriers who is sending and what the traffic is for.
Without it, the traffic is the traffic carriers are most inclined to treat as unwanted. CTIA, the wireless industry trade body, sets out the practice plainly in its Messaging Principles and Best Practices: service providers may filter or block unwanted messages before they reach consumers.
The sentence that follows it is the one that costs people money.

Read "may notify" and "to the extent practical" for what they are. Notification is a best effort, not a receipt. Your system will usually show the message as sent, because from its point of view it was. Nothing downstream is obliged to tell you it went nowhere.
Which is why the first touch has to be a channel where delivery is confirmed rather than assumed.
What is STIR/SHAKEN, and how a calling number gets flagged
STIR/SHAKEN is the caller ID authentication framework the FCC requires of voice providers. Your originating carrier signs the call, and the level of attestation it can give depends on whether it can verify you are authorised to use the number you are presenting.

- Numbers inside your own dialer account authenticate better than numbers you do not control. The careful version of a local presence setup and the version that connects are the same version, which is a rare thing in this business.
- Authentication does not stop a number being labelled. Carrier analytics engines score numbers on their history, separately from whether the call is signed. A number can be entirely yours, entirely authenticated, and still arrive on the handset with a warning on it.
That second point is the one people miss. Getting a flagged number cleared is a standing task, not a setup step, and it is worth asking any dialer vendor who does that work and how long it takes them. There is a test, it takes two minutes, and almost nobody runs it.
- Find a lead your team has called several times that has never rung through.
- Call it again from a different number, ideally on a different carrier.
- If the second number rings and the first never did, the first number is the problem.
A call that goes straight to voicemail without ringing was usually stopped before the phone had a chance. That is not a lead declining to answer. It is a lead who was never given the option, and every attempt you log against that number is measuring your own carrier rather than your market.
What this test cannot tell you
It separates a blocked number from an unresponsive person. It does not tell you the lead was good, and it does not tell you the lead was reachable by anyone. A person who is genuinely not interested will not answer either number.
The value is narrower than that and still worth having: it stops you attributing a plumbing failure to the market, which is the mistake that gets a working lead source cancelled.
What a delivery-confirmed first touch actually means
It means a channel that tells you the message arrived, rather than one that tells you the message left. Two routes qualify for most desks.
- Blue bubble messaging inside your CRM, which lands in the handset's own message format and reports back. A category of service now offers this. Two things belong on the purchase order beside it: there is no public sending interface for that format, so these services run infrastructure outside the sanctioned channel and that is an availability risk to plan around; and skipping a carrier registration is not a consent exemption. A message is a message.
- Text from a registered A2P 10DLC route. Slower to set up, entirely conventional, and it puts your traffic in the category carriers are least inclined to filter.
Whichever you pick, the point of it is the same and it is not the message. It is that the number ringing thirty seconds later arrives attached to a name the borrower has already seen.
What to fix first
In this order, because each one is cheaper than the one after it and the first two cost nothing but attention.
- Run the two minute blocked-number test on a lead that has never rung through.
- Put every calling number inside your own account and keep at least two in rotation.
- Register your texting route, or move the first touch to a channel that confirms delivery.
- Register the numbers against spam labelling and treat clearing them as a recurring job.
- Then, and only then, judge the leads.

A number you should not take from anybody, us included
There is no independent, audited contact rate for internet mortgage leads, so every figure in circulation was produced by somebody with an interest in it. That includes the figures our own clients report out of their own systems, which are on our homepage with the measurement window named beside each one. They are two clients' reports over two periods, not an industry figure, and they are not a number to plan against.
Your own dialer will tell you yours inside a week. Run the fixes above, then compare the same list before and after, and that comparison is worth more than any figure we could print.

You can separate the two in about a week without asking the vendor anything. Register your texting route, put your calling numbers inside your own account, keep at least two in rotation, and re-run the same list. If the reach changes, it was the setup. If it does not, you have a real question for the vendor and you now have evidence rather than an impression.
