Whether you need a dialer to work purchased leads
At low volume the honest answer is no. What a dialer actually buys, the volume and team size that change the answer, the TCPA and calling-identity weight it brings with it, and what to fix before buying one.
No, not at low volume. A loan officer working a handful of purchased leads a day needs a CRM that receives the lead and a person who dials it within minutes. A dialer buys attempts per hour, and until attempts per hour is the thing you are short of, it solves a problem you do not have.
The volume where a dialer starts paying for itself
Volume, not ambition, moves the line. One caller working a short list by hand can carry a full cadence of attempts across a few days without strain. The moment a producer's hours go to voicemail, or a second and third caller join and attempts start colliding, dialing capacity becomes the binding constraint and a dialer answers it. Count attempts completed per seat per day for two weeks before deciding.

What an autodialer or a prerecorded message pulls you into
An autodialer or a prerecorded message moves a call into the core of the Telephone Consumer Protection Act, 47 U.S.C. § 227, enacted 1991. The FCC's telemarketing rules then add limits a manual dial never meets. Under 47 CFR 64.1200(a)(7), a telemarketer may not abandon more than three percent of calls answered live by a person, measured over a 30-day period for a single calling campaign, and a call is abandoned unless a live representative picks it up within two seconds of the greeting.

Calling identity is a separate job from dialing, and a dialer inherits it on day one. Calls carry caller ID authentication under the STIR/SHAKEN framework: the TRACED Act, Public Law 116-105, signed 30 December 2019, told the FCC to require it of voice providers within 18 months, which put the deadline at 30 June 2021. Texts run on carrier registration instead, and CTIA's Messaging Principles and Best Practices of May 2023 expects a non-consumer sender to obtain consent, express written consent for marketing, and a way for the consumer to revoke it.

A dialer bought before those are settled speeds up a process that was already losing the lead somewhere else.
